Solo self-employment, umbrella employment and social protection in Sweden

The Covid 19 pandemic hit the solo self-employed hard in Germany. The then designed aid programs and measures initiated to support the solo self-employed were difficult, complicated and sometimes inadequate. It became clear that stronger protection of the solo self-employed is required. The importance of an unemployment insurance for solo self-employed is equally central.

Similar problems became apparently in Sweden. Solo self-employment has become an increasingly prominent phenomena of the labour market, also in the Nordic countries and Germany. Different forms of atypical employment rise the question on social security for these groups. In Sweden certain companies (“Egenanställningsföretag”) act as intermediaries for the so-called umbrella employed (“Egenanställda”) with their customers and the state. This means that the umbrella employed are not legally self-employed but employed and are able to be part of the social-security system.

How does this model work in detail? How does the social protection work? What are the limits and problems for the umbrella employed? What is the perspective from the trade unions on this? This and much more we would like to look at in this workshop.
